Equating Zionism with Terrorism is a hate crime in Canada. The phrase “Zionism is terrorism” is considered antisemitic under certain contexts in Canada, based on the IHRA definition of antisemitism adopted by the country. The IHRA definition includes certain forms of criticism of Israel that are deemed antisemitic, especially when such criticism: Demonizes Israel: Applying double standards by requiring of Israel behavior not expected or demanded of any other democratic nation. Delegitimizes Israel: Denying the Jewish people their right to self-determination, for example, by claiming that the existence of a State of Israel is a racist endeavor. Saying “Zionism is terrorism” can be interpreted as an attempt to delegitimize the Jewish national movement and equate it with violent extremism, which can be seen as demonizing the Jewish state. This aligns with the examples provided by the IHRA definition of antisemitism. Under Canadian law, particularly the Criminal Code of Canada, statements that incite hatred against identifiable groups (which include religious and ethnic groups) can be classified as hate speech.
