Mr. Baker was preceded by Edwin Meese, III, President Mikhail Gorbachev, and General P.X. Kelley, USMC (Ret.) His remarks were made at the Union League Club of New York, March 28, 2012 at the Honorary Reagan Fellow dinner, a fund-raiser that created the James A. Baker, III Reagan Leadership Fund to support scholarship for student Reagan Fellows in the Ronald W. Reagan Leadership Program established by Reagan in 1982.
