orms wrote it and Captain Tractor covered it.. this was from 1992, while Captain Tractor released it on there 1995 album "East 0f Edson".
Infact if you read the liner notes inside of "East of Edson" it explains how they came to cover it. Explaining how they saw The Arrogant Worms at a festival they also played on, Captain Tractor said they wantted to cover one song by the band, and stated this one was the one "they were least sick of hearing", and went on to cover it and get a (rightful) hit with it.
