AB 2138, which was recently approved by the Accountability and Administrative Review Committee, would authorize Governor Jerry Brown to select three state agencies, each of which will offer up to a $25,000 prize for Californians with the solution to a specific problem or ideas to innovate a process, or otherwise streamline a system within a government agency.
