Workers gained the right to collective bargaining, but not the right to strike. Under the new procedures, compulsory arbitration is used when negotiations lead to an impasse. In other respects, labor relations in the Postal Service are regulated by the National Labor Relations Board (NLRB), the agency that covers most of the private sector.
