Erasto Mpemba was at Mkwawa High School, Tanzania, in 1966 when he asked Dr Osborne why hot water froze more quickly than water starting at a lower temperature.
The claimed effect was studied in the

Department of Physics in the University of Dar es Salaam by Dr Osborne, Ray de Souza and others in the Department's technical staff and undergraduate students, and the findings were published in a paper in 1969 (Mpemba Erasto, and Denis Osborne, 'Cool?' Physics education, 1969, May, Vol 4, pp 172-175).
The paper created considerable interest and this seemingly anomalous freezing of water is now known as the Mpemba Effect.
