narrator, I'll take it upon myself to clear things up.
Four hour-long specials (Payback, Eight Men Out, this episode, and The Buddhist Monk Murders) were produced while Forensic Files was switching channels, however there was something about a contractual obligation, which meant that Peter Thomas couldn't narrate (it's dumb, I know), so they temporarily hired someone else.
In addition, these four were produced around season 5-6, hence why the reenactment footage is shot in black and white.
