This is the earliest date we have footage of the WeatherStar 4000. It appears they simply loaded the same text the 3000 used. There was no radar at this point, it first appears ...
on the 4/9/90 video. There's no audio in these early videos during the local forecast - I assume the audio wasn't configured properly at the cable company or TWC wasn't sending audio on their 4000 stream.
