Visual proof that an uncut version of PSYCHO exists!
In 2010 Universal released PSYCHO on Blu-ray in a restored version. While the quality is nice, this version is just the same as it has always been

But here in Germany we sometimes see a version on TV that differs from all the official media. It derives from an old and battered release print and it contains different edits in crucial scenes.
When you watch these scenes it is clear that they contain material that would have been considered offensive in 1960 in certain countries. I have no idea which version was released back then in the US, but I bet Hitchcock would have prefered this slightly riskier cut.
Of course he had to succumb to different censorship standards all over the world, but I doubt that he prepared a version specifically for Germany. More likely he had to tone down his "Director's cut" and only a few, more liberal territories outside the US got it.
Whatever the story may be...
