brickwork seen in the video replaced the previous speed bumps and is supposed to slow cyclists down.
Will it work? No. As you can see in the video the stones don't slow bikes at all and will only let water in under the asphalt and will result in frost heaving next spring.
You can note that in this video I am going very slowly, usually under 10 km/h down the hill. The collision problem is caused by cyclists going too fast and pedestrians not paying any attention to what they are doing. I think the only solution that will work is segregated lanes on the hill for cycling and walking, clearly marked and separated by concrete curbstones.
