Days before the 20th anniversary of the 9/11 terror attacks, two more victims have been identified. Dorothy Morgan and a man whose identity is being withheld at the request of his family have been identied as the 1,646th and 1,647th victims. Both victims were identified with DNA analyses of remains recovered from the site. They are the first victims to be identified since Oct. 2019. Only 40% of victims from the attacks have been identified.
