UPDATE: Man who claimed to be carrying bomb near the US Capitol peacefully surrenders to police after hours-long standoff
U.S. Capitol Police Chief Tom Manger identified the suspect as Floyd Ray Roseberry, 49, from North Carolina.
After communicating with police for hours, he crawled out of the cluttered cab of his pickup truck into police custody.

The United States Capitol Police were investigating an "active bomb threat" near the U.S. Capitol Thursday, prompting the evacuation of the complex.
A report of a possible explosive device was linked to a pickup truck outside the Library of Congress, officials said.
"This is an active bomb threat investigation," Capitol Police tweeted, and several congressional staffers confirmed to USA TODAY they have been told about the active bomb threat. According to alerts sent by the USCP, they have also closed down roads surrounding the Capitol complex and have evacuated most of the office buildings.
Both chambers of Congress are currently out of session for their summer breaks. Most lawmakers are currently not in their D.C. offices.
