As lieutenant governor to New York Gov. Andrew Cuomo, Kathy Hochul is on the precipice of becoming the first female governor in the state's history. Hochul agreed with Cuomo's decision Tuesday to step down amid the sexual harassment scandal that has derailed his three-term governorship.
