Four million people are now under a hurricane watch as Tropical Storm Elsa nears landfall. The storm is forecasted to land north of Tampa Wednesday morning. The rain bands of the storm are now hitting Florida driving beachgoers away form the water. The warning was in effect from Egmont Key to the Steinhatchee River.
