Damascus Province: Reliable sources reported to SOHR that dozens of people entered al- Qadam area in south of Damascus after more than 9 weeks of reaching an agreement among the governor of Damascus, the leader of NDF, the notables of the two neighborhoods of al- Qadam and al- Esali and representatives of the rebel factions in the two neighborhoods in south of Damascus. The articles of the agreement stated on the following:

1- Ceasing fire between the two parties.
2- Withd...rawal of the regime army from the neighborhood of al- Qadam completely.
3- Redeploying the regime army’s checkpoints only on the entrances of the neighborhood of al- Qadam.
4- Cleaning the streets as a prelude to be ready for the civilians.
5- Releasing the prisoners of the neighborhoods of al- Qadam and al- Esali, first and foremost the women and children. Some of prisoners were released as a goodwill gesture.
6- Re-serving the two neighborhoods and repairing the infrastructure as a prelude to the return of civilians.
7- Allowing the people to come back after re-serving the neighborhoods.
8- Opening the main roads and establishing checkpoints on the main street.
9- The Free Syrian Army is the responsible for running the region completely and without handing over the weapons.
10- Providing treatment for the wounded and entering mobile clinics and keeping them inside.
11- Reconciling the status of some men in the two neighborhoods
